“三公九卿”式的中央官制是秦王赢政所立，主要内容是：以皇帝为尊，下设“三公”，分别为丞相，协助皇帝处理全国政事，是“三公”之首;太尉，最高军政官员;御史大夫，执掌群臣奏章，下达皇帝诏令，并监察国家事务。“九卿”泛指中央政府“三公”以下一级的行政高级官员。秦汉时期的“卿”，不一定是九种职务。“九卿”对丞相负责，分管政事。三公和九卿以及列卿等，都各有自己的府寺办公。大事总汇于丞相，或请皇帝裁决。
